On Wolf M Series wall ovens, 1321 tells you the relay for the upper oven's broil element is read as open, so the broil element is not being powered. The lower oven's report is 1322. The display shows the code, and broiling from the upper oven will be weak or absent while baking may still work. Other modes may still run, which can hide the problem for a while.
