On Wolf M Series wall ovens, code 1C21 says that both DLB circuits on the upper oven's bake elements are read as open at the same time. The control sees no path to either bake element. You see the code and the upper oven may not heat from the bottom at all. Owners tend to notice that part of the oven simply stays cool.
1. Switch the oven off and leave it until fully cool. 2. Switch the breaker off for one minute, then on again. 3. Try a short bake or broil to see whether the code returns. 4. If the code comes back, stop using the oven and call us. Do not reach behind the oven or handle its wiring.
